No he did not say that.

He said (or words to the effect) that when the president calls you have to listen or give that serious consideration.

This is exactly what I would expect a professional military officer (Even an ex one) to say. Even if he was saying NFW in his own mind.

Yes Powell said that to a reporter during the campaign.
But Powell is not really an issue here. And he's doing a good job (I think). I never said Bush Inc. didn't do some things right (10% in my opinion) and Powell may have been their best move of all. He is a man more popular than GW who could be president someday perhaps (and he knows it), though he has not run for some reason. Maybe skeletons in his closet somewhere. He is much more moderate that the GW crew too and may be uncomfortable owing them too much.
