Yes, containment was not bad, although one of the differences in Reagan's stance was to more actively challenge the Soviet regime, which introduced elements articulated in Goldwater's "Why Not Victory?" Reagan developed a tit- for- tat strategy: if the Soviets were aggressive, he beat them over the head; if they were accommodating, he was pretty easy to get along with.......
