I believe it's part of INTC's accelerated phaseout of the Pentium III and transition to the Pentium 4 which should now be effectively complete by year end. While INTC may well be taking a calculated short-term hit to its margins, it's also clear from recent conference calls that their process transitions to .13 micron and 300 mm wafers are tracking ahead of schedule so the cost savings to support these cuts should be visible (at least internally) at this point.
