In truth, San Diego Gas and Electric was opposed to the California Electricity Deregulation Plan early on. Their written opposition was dropped, when (rumor has it) continued opposition would take them off the table as far as continued input. Some consumer advocates probably were opposed as well.

The Deregulation Plan passed both houses of the State Legislature unanimously (with one abstention recorded in each house). This means the current AG, Lt. Gov, and yes Tom Hayden probably voted for Deregulation of Electric Power in CA.

SDG&E was the first CA utility to complain to the Federal Government, that California Deregulation was flawed

While the idea probably germinated in the George HW Bush Administration, the Clinton Administration were in favor of Energy Deregulation, and pushed it forward. Remember, deregulation passed in 1996 (four years into the Clinton Administration). As far as energy Deregulation goes, the Current Bush Administration is merely continuing the policy set by the Clinton Administration.
