Wrong! Let's take systems theory. Systems keep their course autopoeitically reproducing themselves by ... communication! Thus, these myths or beliefs have got a real function. They actually determine systems' behavior and are essential for their existence. A country like, say Congo, which has not being able to create such kind of organisational culture (or set of social rules) has thus not the ability to perform as developed tasks than your example china. Just look at the US to see what I mean and that it really works...
