You are assuming that such an understanding would lead to markedly different results, and thus, that it is not being reflected in policy. I am not as sure. After all, the fact that there was a rift between the Soviet Union and China was reflected in US policy at least since the Nixon Administration; the fact that Deng was a different, more pragmatic leader than Mao was recognized early on; and there has generally been a policy of constructive engagement for years.......
