Girl down the street applied to Harvard, not Yale. The key point is this: Only about one in 17 undergraduates who applies to either school receives a "Congratulations" letter.

In terms of GWB and the University of Texas Law School: Many state universities only have X number of slots for out-of-state students in graduate schools, so that would tend to make the competition more fierce.

Still, GWB was a Texas resident.

Perhaps the fact that GWB wasted away his 20s explains why his Hook 'em Horns application got canned.
