A shift-delete on any file or folder will permanently delete the file from your disk according to Microsoft if it's not a scheduled task. I agree that the file is not overwritten and is recoverable by certain software such as the norton protected files and programs like this one.

I used the cyberspace comment meaning the deleted file would be unrecoverable through ordinary means.
