Leaving the beltway is a key to almost any president's avoidance of the insanity that controls Washington. Clinton wallowed in it, and his administration was a massive failure, leading to impeachment, and the poisoning of his party's principles in his defense...

And Clinton spent 90% of his raising funds, some some of it legally.

The other 10% went to service or be serviced by interns.
