The reason they are so low is that there is concern that they won't be able to get financing. And the concern is well founded. Even if they manage to get financing is likely to be highly dilutive.

I don't follow EXDS -- good luck with it, but the market is turning more sour -- a little self-evident after this afternoon's sell-off, but something that has been taking shape and is likely to worsen as visibility improves -- what we will see then is an economy doing the opposite of what was hoped, i.e. entering a new leg down rather than beginning a new leg up.
