Well, obviously it's an exaggeration to say that Bush "can't" influence OPEC; America has a lot of clout in the region. But it's just my general understanding that it would take a large investment of political capital to move them from their decisions, particular when they're trying to achieve price stability, not pain for the U.S.

We're in the midst of trying to get/keep their cooperation wrt to sanctions on Iraq and policy on Israel. This is why I said, no point in pissing them off when we're trying to get their cooperation on other matters. The usual I'll-scrub-your-back-if-you-scrub-mine. Just MHO.
