Oh, they will let you bring in money and live there and LEASE land. (Actually, I believe there was a recent change that will let non-citizens own land in limited circumstances.)
But work? Well, first you have to live there for a year without working at all. Then you can apply and maybe get permission. Maybe.

Citizenship? Forgot it. Essentially impossible. (Of course, you'd have to be NUTS to give up American citizenship for Mexican anyway.)
