Mr. Carter did not seem to think so. He most likely could have gotten a declaration of war. Instead he said the US would not use armed force against Iran. He later did it anyway, but that was much later.

I'm searching US Code for a definition of that term. I haven't found one yet, but what I have found clearly seems to imply that the shooting has started. Words like this keep occurring:
" the introduction of United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances"

So that means US military personnel are there ans shooting.
