I would say the it was like watts in perpetuity, except it was state sponsored. Sure, Mao used it for political purposes, but it was real. If you have a grudge against your neighbor, denounce him. Pure chaos.

It was during the Cultural Revolution,
when Liu Shaoqi was attacked by the Red Guards. He produced a copy of the
Chinese constitution and said: 'I am not only the president of the People's
Republic of China but also a Chinese citizen, and my personal freedom is
protected by the constitution!' A Red Guard knocked down the constitution
and said: 'You are special!' and set on him as they would on anyone. In the
end, Liu Shaoqi died from that torture.
