Dubya is not inherently unintelligent. He (reportedly) got a 1206 on his SATs (according to the "JC scale", you need a 1330 to be considered a super genius, and that's not too far off). He is, however, a tad unresponsive to some critical stimuli (like the desires and needs of others), but that's another matter.
