What you are talking about is then a complete freeze-up of the financial system. Can't happen unless things completely go down the toilet and banks are closed.

Jack, Exactly what are you saying? That crashes can be controlled? Do you also believe that bear markets are an anachronism from the past that we no longer need endure?

Oh, and by the way, if you want panic you shut down the market. Outside of trading halt rules, shutting down the market is the signal to panic. Why do you think in the past they have gone to extraordinary lengths to avoid that. Nope, you can't shut down the American stock market for longer than a day or two without shutting down the world financial system. Crashes can't be controlled or avoided, that is why that are so named.
