So it's (could be) a (molten?) metal salt process. Most of those like the niobium process have been around since the 60's. But while they show promise and Cominco and Inspiration did some experiments with them back then, you still have to have a metal market, cost notwithstanding. It should be noted that it is the high process cost of nickel that keeps its price high. I don't like the sound of of that high power need. Power is not cheap everywhere and is a major factor in metal cost. Sounds like BC or Labrador would be the place to put your plant. (Labrador is not far from the sources of Ti but there is no direct route across land.)

Find out how to beat the patent with the BJ gas-salt process as I know where there is Titanium at 25% and better in deposits of Ilmenite. They run 50 million tons, and they have been sitting there for years.
