Yes you have a problem. Those were paper wasps and they build where it's wet. You have a hole either in your siding or roof that's not only big enough to admit water but the wasps.

Find the hole, the chimney guy may do that, he's on the roof. If not check the siding. Doubt if the siding is the problem though.

Probably a $2k problem or less. Pain but won't put you out on the street.
