I agree that there are a lot of things with 17 syllables that don't come close to being haiku, just as there are a ton of poems with 14 lines that don't come close to being sonnets.

And of course, quality of thought and writing is more important than stylistic precision. But there's no reason they can't go together. And the ones that don't fit the stylistic requirements precisely can still be appreciated, just not called by the technical name.
