But I must say, I haven't looked at the current legislation so I really have no idea what "tax breaks" are there. Because taxation is so difficult to understand, often it becomes a political weapon and it is entirely possible that the "tax breaks" have been overstated by the media and blown out of proportion by the Dems.

You have a point. Does anyone actually know what the tax breaks are supposed to be for this project?
