Analysts said the telecom sector was broadly lower, led by Nortel Networks. In a Securities and Exchange Commission filing, the Canadian fiber-optic giant said that it does not expect a recovery in capital spending to take place before the second half of 2002.

The company said there can be no certainty as to the duration or severity of this industry adjustment and announced that it would be selling $1 billion in new in convertible notes. Nortel Networks lost 17 cents to $7.45 on the news.
