True, but it is still better to do it the way Bush is doing it vs. the old way. Kyoto is a joke. Basically, no one signed up for it. Basically, all the major world leaders saw Kyoto as a joke. The market will take care of itself in time, but as we see in CA, gment intervention is non that great. With the system of buying and selling the rights to produce emissions, the cleanest plants will end up as the real winners and total emissions will at least be reduced. Going from what we are today to zero would kill the electricity production in this country. It has to be done in steps.

BTW, why does no one pick on Mexico. In Mexico City, living in the city is equivalant to smoking a pack a day of cigarettes. Someone pick on Mexico for once and let us deal with our issues over time.
