gm, No Governor of the State of Texas, regardless of party affiliation, can just say change the constitution, and get it done. As I recall, there have been several attempts to change the death penalty clause but, by law, it had to be presented to the voters for approval, and was overwhelmingly defeated every time. Blame the voters of Texas, which I was one until recently, if you want to, but don't blame the Governor, who ever it may be.
