Don't know the reasons but it is obvious that the death penalty was a non issue.

"It's great news that murder rates have gone down in New York. What were the reasons for their previous high rates or for that matter the high rates in Texas? I'm always interested in scientific studies on this subject."

Crime in NY has been coming down since 1992, not just in NY but all around the country. To my knowledge there are no scientific studies as to why and besides what kind of scienctific study would show this? Every mayor and, governor is claiming credit for the declines in their political territory but it is a national phenomenon. Clinton claims some credit, gun control advocates claim the Brady bill was important, and the NRA credits the increase in gun ownership and conceal laws. I have never seen a single solid reason for it but I would be inclined to think the good economy coupled with the sharp reduction in the use of crack cocaine has something to do with it since they apply to the entire country..
