I have not seen that even with Intel boxes. Memory yes, CPUs, no! I have seen many duals with one CPU, and 4 ways with two. Granted, most of these are VAR sold systems with a plan for expanding later. I could see what you think is happening, if they are adding nodes to existing systems. Then, that would be more the rule in those upgrades. But, do scalables (the very high end) typically ship at maximum config? Not likely as they grow as more and more applications are moved to them.
