Tony, The Europeans are notorious for using the EMI laws as non tariff barriers.
They would look at a piece of US stuff ans see that it met with a reqquirement for voltage spikes of, say 2500 volts. They would then change their rule to 2600 volts and the US maker could not be bothered to make specials for germany and another for spain.
Recently the ECM has unified these laws and has made it a lot easier to get equipment type approved all across Europe with 1 set of tests as there is the volume of 300 million buyers.

They also need better leakage laws as they run on 240 volts.
