I call the chart self-serving because of who compiled it. They obviously would prefer to portray themselves in the most favorable light. It would be interesting to see a chart indicating the largest out of state suppliers to CA in descending order(of electricity and gas). We might see the largest companies, who have the most influence over the prices, at the top, while the City of Seattle might very well be at the bottom.

Plus, I don't see any indication of Duke Energy's brief price spike up to $3000/kwh.

It would also be interesting to see a breakdown of the so-called $9 billion in overcharges indicating what companies Davis thinks are responsible for the largest share. I have seen nothing like that so far. But it appears he has already won one round with El Paso Energy because a judge has indicated the case is strong and El Paso declined to even defend themselves.
