From a historical perspective, I would agree with you. However, from the huge number of press releases regarding software support for Itanium, I believe it intends to be an exception.

Software vendors have to make that assessment to support the architecture. That is a tremendous barrier to entry for manufacturers that have little respect from the software industry.

Software vendors will vote with their development dollars who they think have a viable future.
