But the charts represent either decisions by other followers of TA, or people making choices based on FA considerations. The charts are nothing less than the accumulated buy/sell decisions in graphical form.

A Mutual fund manager decides, based on fundamental considerations, that Geeko Inc is a good value, and establishes an accumulation program. This shows up in the chart as a basing period, better RSI and so on. The TA guys pick up on it, and start to accumulate too. In this scenario, the TA guys took the lead from the FA guys.

The TA people attempt to read the tea leaves, if you will, to find the footprints the elephants tend to leave behind as they seek out the local mudhole for a bath. The goal; to extract which companies represent the best risk/reward situation.
