Individuals, cities, and businesses conserved in the 10-20% range here in CA lately. When and if they go back to their old bad habits the picture may change. Then again high energy business users may end up moving and we'll have plenty of expensive energy (on long term contract thanks to Davis) and less jobs. Those Dems are too good at Utopia, they can create one with their eyes closed, like falling off a log or shootin fish in a barrel.;)
