It's there and I didn't buy a copy so it looks like it was preloaded. Whether it was Dell policy or a promotion is not important. The point is that whether or not QuickTime is shipped with a particular PC has nothing to do with MSFT "prohibitions". As I stated previously, MSFT's licensing restrictions have never had anything to do with adding programs, only attempts to delete or alter Windows components.
