Currently, all embryonic stem cell research is funded by private companies. The research itself is not banned, which means that the work is being done without any ethical oversight or federal control at all.

"The embryos to be used here are discarded. If not used for the research, they will not be used at all," said Specter yesterday. So "no human life is to be taken."
