Mani, they are not targeting innocent civilians for attacks with deadly force as a matter of policy. They do attack civilians with deadly force when these civilians attack them. They also use "non deadly" force against civilians (I put non deadly in quotes because people can die from these attacks sometimes) when possible instead of deadly force.

Many of the innocent civilians where killed when Palestinian gunmen attacked Israeli soldiers from behind or in the midst of civilians. Some of these civilians were probably killed by Palestinian bullets instead of Israeli bullets. I am not saying that the Israelis are always as careful as perhaps they should be to reduce civilian casualties but when the other side is creating situations where crowds of civilians can be caught in the crossfire its hard to avoid civilian casualties. What the Israelis are not doing (at least not normally there may be one or two exceptions) is going out to kill Palestinian civilians just for the purpose of killing some Palestinians. The Palestinians have no problem with killing Jews just to kill Jews.
