you can call it poor management, OTOH I think it's simply not cost effective to have human beings tending to email requests and inquires that are not routine and which can be handled with general pre-canned answers. In my opinion it's a cost issue where part of the promise of technology may not be realized due to prohibitive cost.

right- thousands of dotcoms didn't really produce anything meaningful, yet they emploed many people, so those people counted in the "input" side of the productivity figures. So IMO the "output" side of the productivity figures was dragged down as a result.
