It's obvious that this education department and its specious international connections has been setup with non traceable payment accounts as a black bag payoff and money diversion scheme for the CIA. The CIA needs to hide billions in payoffs, weapons research, and dirty tricks/covert international stuff, and what better place to hide it in than an internationally connected, fuzzy aimed, soft sort of organization like an education division with a mandate to teach about (non-US) nuclear arms proliferation? That is a lot of bucks to teach kiddies not to build nukes. As if. CIA/NSA or Office of the President black-bag op. The only thing to guess at, was it Erlichmann, Haldemann or Banister who thought it up? A good possibility is that it is Office of the Prexy, as a foil or stand off of the CIA. Who spies on the CIA/NSA? If I were prexy I would look at having my own staff and budget to see what the assassins are up to. The possibility that they bumped off the Kennedies and a few others is a very real one. The rumours are too juicy not to be true. And some of it may be more than rumour. EC<:-}
