Not really. The German Banks have the Dresden fab tied up so tight that AMD can't fart without the Banks permission.

And if AMD goes into default in any of many areas the Banks gets the fabs and the right to build the AMD designs. Of course someone lke Siemens (Infineon) would run the fabs for the Banks.
