Because Windows 3.1 didn't work. People still had to reboot in DOS to run games. The graphics updates for one window often redrew on another window. Every sound card sounded different, and they all sounded bad. Photoshop didn't run on 3.1.

They didn't. When they bought a new machine, it came with 98. 98 didn't exactly rouse the consumer to applaud wildly.

They didn't. I would venture to guess that there are many more consumers running 98 than 2000.

You didn't mention Windows ME, but the consumer didn't care about that either.
