What? You do not understand!

Firt, CPU has millions of transistors, only a VERY small fraction are switching at any given time. Your initial statement of "unlikely scenario that every transistor switches simultaneously" is ludicrous. CPU's simply do not work like that regardless of what software you are running.

Intel establishes both the TDPMAX and TDPTYP by running current and existing off the shelf software. Neither TDPMAX or TDPTYP are "100% tested".

Thermal design are based on TDPMAX not typical.
