The overarching moral principle is to promote human dignity. It is from that that rights derive. Autonomy is important to human dignity: we must be able to make substantial decisions for ourselves. However, autonomy has to harmonize with other things, like an affirmative duty to contribute to the community, to ensure that those functions that would not be very well pursued by private enterprise will be funded or otherwise supported (as when one serves on a jury). Among these is maintaining the floor against destitution. Anything "extra" can be pursued by private charity, but there is a minimum which society is obliged to ensure.
