How much % of people are in the crime business? The monopoly of the use of the force is in the hands of the state.
Because no politician would be seem as soft by the VI he has to offer some psychological solution: Throw money at the problem perceived or real.

As a result there is an extreme cost in training policemen, equipping them with cars, batons, radios, etc, etc etc and all that paraphernalia. Now you put on top of that all the bureaucrats. It costs a lot of tax payers' money.

Perhaps if we had the private enterprise as taking care of law and order in every city of less than 50.000 inhabitants could be a good start.

Pretty soon they would be downsized due to the decrease in crime.
