I'd say that "not blind terrorism" characterizes Spain's ETA and most of the IRA's bomb blasts. The former targets Spanish military/police officers and anti-secessionist politicos only, and the latter also aims at British barracks only or blows up a car in a desolate London suburb at 3:00 AM --after giving the police notice of it...

Blind terrorism occured in Italy during the 1970/80s (Bologna railway station,...) and in Belgium in 1985/86 when all the fatalities were innocent passers-by/shoppers.

As for the nuance between right-wing and far-right-wing, I'd say that the former is the "brain" whereas the latter is the "hands". Indeed, righ-wing, conservative parties appeal to their constituencies by hyping up "immigration", "moral laxness", and "urban insecurity" but they lack the "action group" to get it through...
