If they find a culpable party (someone actually guilty of breaking a law) I believe it will be in the natural gas issues. If it is proven no Californian will be adverse to seeing the
State pursue them for damages.

BTW how big a player was SMUD and BPA (who couldn't always deliver what they had contracted)?

Well I'd be interested in the location of the data. In that the price of electricity was the big line used by all the dems to manufacture the big slander I see it entirely reasonable to show it. In any case if Portland General Electric, and the City of Seattle sold power at a millions dollars I'd still see no problem. You can't sell if no one will buy.

It does appear that several from the Davis buying side had reason to spend the money.
