Davis did not fail to act: As soon as he became gov. he granted licenses for at least 12 new power plants, some of which have already opened.

Davis did act.

In the summer of 2000, he ordered State Departments to decrease power consumption at least 5%. Also In the summer of 2000, he wrote a letter to the FERC supporting a $250/MW cap on wholesale power. If you go to his web site and look at press releases from 2000, you will see that the Governor was not exactly sitting on his hands. Could he have done more, sooner, maybe.
