It appears to me that the administration with its support of Pres. Vicente Fox's plan for cross border traffic and easing of restrictions on "undocumented workers" is bent on making room for full time minority workers.

Some years ago that policy went awry when contractors of record (electrical for instance) could not find skilled legal minority workers required to be on the job for Government contracts. When they went to the Unions, even the unions didn't have them. Getting qualified minority workers was the problem.

It is expected that the effort will continue to step up and allow minority firms (Asian, Hispanic or other - might it even be foreign?) to bid preferentially on future State and Federal projects and jobs. What effect that will have on wage scales is unknown, but it may benefit successful bidders to either increase profit or pay better wages overall to newcomers if they choose to do so IMO?
