There are certain circumstances where no obligation is entailed, and it is a matter of generosity or heroism to act above and beyond the call of duty. But there are others where there is generally an obligation, for example, to act as a witness in a court proceeding; to go to some trouble to alert the authorities of an accident, and take reasonable steps to help those injured; and to contribute to the community treasury as one is assessed, so that those tasks more reliably performed by government than left to the private sector may be performed. Among them is saving the indigent.
