It could be entirely left in the private sector, however, and then if you are paralyzed you can pay $10 million to walk again instead of $500,000. The treatments would still be devloped and sold by the private sector in the end. I don't think it will make an enormous difference except for perhaps the extra resources for research causeing some treatments to be developed a few years earlier. The other alternative would be to go to the many countries where it wouldn't be banned and pay them for the advanced bio-technology that America shut itself off from. Banning wasn't an issue. Almost no one was talking about banning research in this area. Tim
