During the last year Israel offered 95% of the territories back to a leader who wasn't able or willing to make a deal, so he started a war. Israel now exists in a sea of hostile Arabs, who in the past year have once again been whipped up into a war frenzy, while the local Palestinians keep up a terrorist campaign. That's always an easy button to push with the Arab street. Of course Israel is on a war footing now -- Israel is in a war.

The article you cited dated from May 2000 and it was talking about the necessity to restructure the IDF in an era of peace, and adjust Israel's self-definition once it was no longer surrounded by enemies. That's hardly relevant right now, unfortunately.
