Its the question of cash flow generated by the customer base against the debt load taken on to procure the infrastructure needed to generate the said cash flow.

In this sense the cashing in of european governments on bandwidth licences (note that this unexpected windfall, at least in the case of Germany, was used to pay down the deficit) was a questionable political decision.
