Things are at a particularly dangerous impasse because the Palestinians have suffered so much in the present intifada that their leadership dares not pull back with having something to show for it. The Israelis are equally determined (with an eye on all the neighboring states) that the current terrorist campaign not be written down as a winning strategy for the Palestinians. They believe that Barak's ill-considered unilateral withdrawal from Lebanon has resulted in the "Lebanonization" of the territories. They can't allow it to win this time.
