LA. approved offtrack internet betting in March, 2000 despite having a ban on internet casinos?!? So CA. must be the 11th state to offer this.

Every exception like this just makes bans of other forms of internet gaming less tenable.

Investor's Business Daily's New America page has an article on Cryptologic with the following observations on internet gaming, "Why ban it when you can regulate and tax it?... Governments around the globe are starting to bend...but only after realizing there is no stopping its spread. Outlaw e-gaming, and operators will just take their business offshore or sidestep the laws in some other way...by embracing online gaming, lawmakers can protect consumers by setting controls."

The momentum of public opinion is clearly changing.
